最新的调查显示,纽约人目前的年收入大概在2至8万美元,撇除货币单位,数字上跟广州人收入差不多。在广州,一元钱可以分别买到一份晚报,或两个鸡蛋,或一个小苹果。在纽约,一美元究竟能够买到什么?

在街头报摊,一美元可以分别买到一份《纽约时报》,两份《每日新闻报》或四份《纽约邮报》。如果你喜欢购买中文报纸,一美元可以买到两份中文日报,纽约目前拥有4份中文日报,每份售价50美分。这些都是周一到周六的价格,大部分报纸周日版都会提价。《纽约时报》周日版售价3.5美元,不过有200多版,另加3份杂志;中文《世界日报》周日版售60美分,《星岛日报》周日售75美分。

  曼哈顿有个号称“世界上最大旧书店”的史传德(Strand)书店,一美元一本的图书有数千种之多,其中不乏文学经典和学术专著。在一元一本的书架上,偶尔还可以发现中文书籍。我买到一本1977年出版的《韦氏二十世纪词典》,比枕头还要厚,16开2129页,只花费一美元。

To the ICANN Board,

The proposed TLD Registry Renewal Contracts for .info, .biz, and .org
domains have a seriously flawed component whereby a Registry will be
able to set arbitrary rates without price caps at whatever the market
will bear. This will create a financially devastating impact on the
business models of millions of domain and web site owners worldwide.

The impact will be especially damaging to .org and .info domain
owners and site operators who for the most part use .org and .info
domains for non-profit, charitable organizations, and educational
purposes.

Hundreds of billions of dollars have been invested into the core
domain name infrastructure of the Internet with the secured
expectation that acquiring, owning and maintaining domains would
always be affordable and make economic sense for a long term
investment.

To enable and facilitate a way for registry's to financially exploit
and gouge the marketplace would not only be a business tragedy, but
it goes against the grain of all the base principles upon which the
Internet was conceived. It would certainly deter new entrepreneurs
from considering venturing onto the Net if there is no certainty what
their site's URL location will be costing them each year they renew.
And the vast multitude of current domain owners and web site
operators would close up shop if their costs of doing business
skyrocketed on every domain they own.

Even more importantly, this flaw would give an unfair economic
advantage to individuals and corporations who have substantial
capital resources who could outbid less fortunate and startup
entrepreneurs with limited capital.

And inevitably, there would be a tidal wave of costly and time
consuming lawsuits and litigation that ICANN itself would have to
deal with from the millions of impacted domain owners.

Thus, I respectfully request that you reconsider and reconstruct the
contracts and remove this no price caps clause completely.

I wish to express my profound concern that the proposed registry
agreements for .org, .biz and .info do not prohibit predatory price
rises by the registries. ICANN was entirely right to object to
Verisign's SiteFinder service, and for all the right reasons, but
appears not to have learned the obvious lesson: that registries can
be motivated to do things that are not in registrants' interests.
Given that reality, removal of price caps is likely to result in
anticompetitive practices that seriously impact internet
stakeholders. I hope that you will reconsider this aspect of the
agreements.


Sample #3

In permitting even the theoretical hiking of fees for domain name
renewals, ICANN is threatening nothing less than the democratic
nature of the Internet. As an individual, I have been using a .org
domain for some years for a political and social blog website. The
relatively low cost of renewing my domain name and hosting the site
is extremely important to me. Operating such a site now feels like an
extension of my free speech rights! I am counting on you not to do
anything to erode that. Thank you.

As a small business operator, with substantial goodwill invested in
our domain names, I wish to express my strong opposition to the
lifting of price controls. One of ICANN's core principles is the
encouragement of competition at both the registry and registrar
levels. Such competition is incompatible with the kind of
unrestricted monopoly that these proposed agreements would create. I
therefore urge the board to reject the agreements.

ICANN's Board voted 9 to 5 in favor of the settlement agreements with one director abstaining.

On February 28th, ICANN's Board of Directors approved, by a majority vote, a set of agreements settling a long time dispute between ICANN and VeriSign, the registry operator for the .com registry.

These settlement documents include a new registry agreement relating to the operation of the .com registry. The new .com registry agreement will now proceed to the U.S. Department of Commerce (USDOC) for final approval, and the entire settlement is dependent upon this approval before it is finalized. USDOC approval is required due to the unique history of the .com generic top-level domain and it is the only gTLD, which requires such approval.

Meanwhile, VeriSign announced that it is pleased at the ICANN Board's approval and looks forward to working with the Department of Commerce towards final approval of the new .com registry agreement. The company stated that the new .com registry agreement is straightforward and closely follows the .net registry agreement, with similar provisions on renewal and price controls, approved last year by the ICANN Board and Department of Commerce.

Go Daddy Opposes ICANN - VeriSign Agreement

Agreement will allow VeriSign to raise registration fees by 7% annually in four of the next six years without cost-based justification.

GoDaddy.com, an ICANN accredited domain registrar, strongly opposed The Internet Corporation for Assigned Names and Numbers' (ICANN) 9-5 vote last night to approve a new .com registry agreement with VeriSign.

The agreement grants VeriSign uncontested price increases and perpetual monopoly power, which will lead to exorbitant profits at the expense of the Internet community. The proposed settlement agreement would allow VeriSign to raise registration fees by seven percent annually in four of the next six years without cost-based justification. It will also give VeriSign control of the .com registry indefinitely, as it extends VeriSign's 'presumptive renewal' right when the proposed settlement agreement expires in 2012.

According to a Credit Suisse analyst, the .com registry is VeriSign's highest margin business. One forecast puts the net present value of just the price increases in this agreement alone at about $1 billion.

"I personally don't have a problem with VeriSign making a fair profit, but that's not what we're talking about here," said Bob Parsons, CEO and Founder of Go Daddy. "I have a big problem with VeriSign's windfall profits being accomplished outside of the free enterprise system in which the rest of us must compete. I find it particularly outrageous that because of the special privilege VeriSign wants to be granted, all of us who use the Internet may be denied the economies and innovation that come along as a natural part of our competitive environment."

Parsons is encouraging all Americans to write to their Representatives and Senators and voice their opposition to the agreement. He is helping to facilitate this by providing a form letter on its website, people can send to their elected officials. "We are bitterly disappointed, but we're not giving up yet. It's simply a bad deal for the industry and registrants everywhere," added Parsons. "The fact that this monopolistic deal was approved is a loud signal that major changes are needed at ICANN."

  有效员工仅4-6人
  记者:香港的私募基金客户主要是哪些人?
  进入的门槛有多高?萨:私募基金的客户大部分都是私人投资者,其中大部分是机构投资人,这些机构包括客户自己所管的公司,或是他们管理的某个基金,有的甚至是信托公司。在香港,进入私募的门槛还是比较高的,最低一般要100万美元以上,私募基金才愿意接单。

  记者:按香港的普遍水平来说,私募基金的回报一般为多少?
  萨:这个很难评判,因为要看它投资的是哪个市场,投资不同市场的回报是不一样的。比如黄金、股票或是外汇等,股票还要分地区来看。有的是专一市场,也有的是投资全球市场。整个市场的回报率已经决定了你的回报。
  我们这个私募基金公司管理的资产分几类,因为我们比较成熟一些,所以我们分开做,每一个有个专的。有债券基金、股票基金和货币基金以及期货基金,每样均投资全球,而不是单一市场。
  记者:你们公司一般情况下需要多少人?业内的私募规模一般有多大?

  萨:1997年对我们影响不大,因为我们当年在金融危机之前,把一个很大的基金整个卖给了香港的一家银行。这是我们自己经营的基金,我们把基金的管理连带客户都卖掉了。当然我们事先得到了客户的同意。不过当时银行开出的价钱太吸引人了,应该说,简直让人无法拒绝,所以我们决定卖掉它。
  记者:他们溢价有多少?
  萨:他们开出的溢价比我们的业绩超长幅度还超出了35%至45%,所以我们决定卖掉它,当年就先获利了。
  随后虽然暴发了金融危机,但是我们(自己管理的基金)也没有亏,因为我们是对冲基金,可以进行抛空作业。简单地说,就是在股票上涨时可以卖,下跌时也可以大量借入股票,进而抛空,这样可以两头赚钱。
  记者:那你们向谁借股票?
  萨:我们主要向那些托管别人股票的托管人(trustee)借入,他们会借给我们一段时间,当然,这段时间是需要有借贷利息的。我们一般借入的时间不会很长,只要市场上的股票下跌,我们就会买入,还给别人。
  (香港一个证券分析师介绍:一般散户很少做抛空。要做则需要和经纪行另签一份协议,同时,抛空规则对散户不利,因为股票的托管人并不保证会借你多少可以随时要求你归还所借股票,这样对散户来说风险就太大了,因为谁也不能保证自己能在最高位时抛空,然后股价就下跌。)记者:要做抛空需要一定的判断能力,在你们公司,由谁来做这方面的分析?
  萨:自己做。比如我主要是负责挑选市场,但是具体抛空哪些股票则由下面的经理来操作,由他来判断哪个股票可能会跌得比较多,就抛空它。
  记者:那你自己怎么挑选市场,怎么判断应该在哪个市场做空?
  萨:主要看资金流向,因为这个数值的影响力是最大的。你要看全球经济的整体数据,比如利率走势,通胀率等等———总之,美国公布的三十多个经济指标你一个也不能漏掉,另外,欧洲央行的经济指标,以及一些大国(如德国、日本)政府公布的数据。如果你买了这些国家政府的债券,就更需要关注了。这种分析相当复杂,而且所需要的分析时间也长。
  在中国做FDI
  记者:你们对于中国市场的投资是怎么做的,主要投资哪一块内容?
  萨:我们在中国大陆主要是投资实业的,做FDI(直接投资)。我们其实主要是做上市前的那一段,最好的意愿就是协助他们上市,然后我们功成退出。但是如果上市不成功,我们也不怕,只要这个企业好,我们也可以转手卖给其他投资人。当然最好还是上市。
  记者:FDI的回报率有多高?
  萨:最高也可以有数倍于投资的回报。但是它的风险也是很大的,甚至可以盖掉你投资的整个公司。我们一般如果拿出100万元做FDI,每个公司最多不会超过5%,只有特别好的也才10%。也就是每家公司我们最多入资20万左右,这样即使有两家公司破产关门,只要有两家公司盈利达2倍左右,我们就不会亏了。
  在直接投资的公司里面,我们会派董事过去管理,但是一般我们不做最大的管理层,你还是得依赖原有的公司管理层,要靠他们来经营———我们公司最大的只做到第二大的管理层。这13年来,我们一般只是拿出总资产5%左右做FDI,而且成功率还是很高的,95%的FDI均成功了,控制还是很好的。
  记者:你自己做得最好的FDI的回报率有多高?
  萨:最成功是其实是一家特别小的内地公司,从投入与公司现值来看,我们已经赚了300倍了。它是一家IT企业,是做IT解决方案的,但是方向特别精。
  我们出资帮助管理人建立了一家公司,也协助他联系了上游和下游的企业,开拓业务。虽然它还没有上市,但是我们一点都不担心,因为现在这个业内类似的公司几乎还没有,公司基本上是业内的垄断企业了,而且对这一行这么懂的管理者也少见。不过这种FDI机会不是经常有。
  记者:你们打算把他们弄上市吗?
  萨:这还要看他们老板的意见。我们当然也会怂恿他们上市,但是主要是要看时机,尽量选择最能反映他们价值的时候上市。但是现在也并不着急,因为他们的资金也不愁,现金回流很强,这个公司现在甚至可以收购别人,因为它本身并不需要什么器材,主要是靠脑力和私人知识产权———有这个在,因此他们并不担忧竞争。
Network Solutions Stands Against ICANN

Backed by seven other registrars, Network Solutions urges ICANN to approve a proposed agreement on the future of the .com domain registry operation, only if certain changes are made.



Network Solutions, a domain registrar, on Wednesday joined other top registrars in urging the Board of The Internet Corporation for Assigned Names and Numbers (ICANN) to approve a proposed agreement on the future of the .com domain registry operation only if certain changes are made.

ICANN's staff recently revised the .com registry agreement and proposed settlement between ICANN and VeriSign. "Unfortunately, the changes do not go to the heart of the matter," said the letter to ICANN's Board, signed by Network Solutions and seven other registrars. "The agreement still harms the Internet community by allowing unjustified price increases in most future years at a time when fees for .com should be decreasing, not rising."

The companies outlined changes that must be included in any final agreement, including barring VeriSign from being able to raise .com registration fees by 7 percent annually without any cost-justification or review in four of the next six years. It also asked to allow a competitive rebid of the contract. These safeguards are in place in ICANN's contracts with all registry operators other than VeriSign. Without this safeguard, future competition in the .com registry will be foreclosed, forever, says the company.

"The final proposal, when approved by the ICANN Board, will have far-reaching consequences for the Internet community," said Champ Mitchell, Chairman and CEO of Network Solutions. "Our goal is to ensure that a final agreement does not allow registry prices to increase without cost justification and without market-based checks and balances."

GoDaddy.com Opposes Proposed ICANN-VeriSign Agreement

Says that VeriSign should not be allowed to raise .com prices without cost-based justification as technology, server, bandwidth and storage costs have declined.



GoDaddy.com, an ICANN accredited registrar, today voiced its strong disapproval of a pending agreement between the Internet Corporation for Assigned Names and Numbers (ICANN) and VeriSign.

The proposed ICANN-VeriSign settlement agreement would allow VeriSign to raise registration fees by 7% annually in four of the next six years. It also would give VeriSign control of the .com registry indefinitely, as it extends VeriSign's 'presumptive renewal' right when this proposed settlement agreement ends in 2012.

Go Daddy says that industry research verifies that costs involved in the technology critical to the domain name registration infrastructure are continually decreasing. Additionally, server, bandwidth and storage costs have declined and these downward trends do not appear to be slowing.

"Under no circumstances should VeriSign be allowed to raise .com prices without cost-based justification," said Bob Parsons, CEO and Founder of GoDaddy.com. "If VeriSign does request an increase, it needs to result in competitive bidding for the registry contract. This would certainly create lower prices, not higher, just as it did for the .net registry."

".com domain names still account for more than 80% of net new registrations. If there is any automatic change in pricing in the agreement, it should be for an annual decrease resulting from economies of scale and efficiencies that naturally occur in our industry," Parsons said.

  众议院人权委员会是在美国互联网巨头同中国政府合作的事件引起舆论的强烈不满后,传召这些公司的负责人周三出席听证会,而微软、Google、雅虎和思科系统都已经同意出席。

  将担任听证会联合主席的共和党众议员克里斯·史密斯说,为了进军蓬勃发展的中国市场而同意审查的美国互联网巨头,实质上已成为“共产主义宣传组织的传声筒和控制公众意见的工具”。

  也是众议院环球人权与国际行动小组委员会主席的史密斯正在草拟法案,要对美互联网公司进军中国市场实行限制。

  这次听证会的主题是“互联网在中国:自由还是压制的工具”。在这为期一天的会议中,国务院官员也被传召解释政府对有关课题的立场。

  这是这四家公司首次因为在中国抑制互联网信息而接受国会质询。上个星期,它们都没有出席不具传召权力的国会小组所举行的类似会议。

  较早时,互联网搜索引擎巨头Google和电脑软件制造商微软都承认协助中国审查网站。

  主要的互联网入门网站经营者雅虎也被指协助北京当局追踪一个记者兼网络异议分子的下落,并导致这个人被囚禁。思科系统则被指多次协助中国审查互联网信息和追踪网络异见者。
